House Value Rating System, Pointsystem Amsterdam
Valuing a property using the official House Value Rating System is compulsory for all independent rental dwellings in Amsterdam. A property is considered an independent dwelling if it has its own main entrance and can be occupied without being dependent on substantial amenities outside the dwelling.
The House Rating Value System – also referred to as the ‘Point System’ – awards points for a dwelling’s general conditions, size, location, amenities and levels of comfort and luxury. The points are used to set a fair and realistic rental price in accordance with the property’s quality. At the moment, all properties with a base rent of € 647,41 or higher (minimum 142 points) are allocated to the private sector.
It is a nationally uniform system that has an important social security function because it also determines the level of rental assistance a household may be eligible for. In addition, the system can be used to help settle any disputes on rental prices – see below for further details. A similar value rating system exists for rented rooms.
